——Reed Biotech Attends the Optics Valley Bio-Pharmaceutical Customs Policy Briefing

To help biopharmaceutical companies reduce costs and increase efficiency, accelerate R&D, and streamline import/export customs clearance, and to precisely unlock industry-specific policy benefits, on the morning of July 8, 2026, a special customs policy briefing for the biopharmaceutical sector was successfully held at the Wuhan National Biotech Industrial Base. The event was jointly organized by the Wuchang Customs, the Wuhan Customs General Office, and the Biopharmaceutical Office of the High-Tech Zone.
A total of 41 biopharmaceutical enterprises in the park, along with universities and research institutes, gathered on-site to learn about the latest policies benefiting businesses and to address and solve customs clearance challenges.
The briefing closely addressed the core needs of biopharmaceutical enterprises in R&D, imports, and compliant operation. It focused on three major sets of favorable policies: convenient customs clearance under the whitelist, exemption from taxes on scientific research equipment, and AEO credit empowerment. The session was packed with practical, in-depth content and had strong implementation relevance, providing robust policy support for enterprises’ sustained and normalized development.

01 Three Core Policies Targeting Key Business Pain Points
Customs departments’ experts delivered targeted interpretations of industry-specific benefits, helping enterprises address core issues such as slow clearance for R&D materials, high costs for equipment procurement, and difficulties in ensuring compliant import/export operations:

R&D Materials Import Whitelist: Significantly Faster R&D Clearance
For import businesses involving special R&D items such as biological reagents, cell samples, and laboratory consumables, a new whitelist-based model used by the park breaks away from the traditional cumbersome process of one-time applications. Enterprises on the list can enjoy annual centralized approval, batch-by-batch verification, simplified declarations, and reduced inspection/verification rates. These measures greatly shorten the clearance cycle for R&D materials, ensuring efficient progress of companies’ R&D projects and empowering faster scientific innovation.

Tax Exemption for Scientific Research Equipment: Effectively Lower R&D Costs
The briefing clarified regulations for tax-exempt import of bio-pharmaceutical research-dedicated instruments and laboratory equipment, as well as the rules for shared management. Enterprises may, in accordance with the requirements, enjoy tax-exemption benefits for equipment imports. This effectively reduces costs for acquiring research hardware, supports companies in increasing R&D investment, and helps activate research resources for a “light-asset” innovation model.

AEO Authorized Economic Operator Certification: Strengthening Core Competitiveness
AEO-customer enterprises may access multiple exclusive benefits, such as priority clearance, simplified guarantees, and lower inspection rates. This helps companies improve their compliance system for imports and exports, enhance clearance efficiency and industry credit standing, and strengthen their competitive advantages in the market.

02.Case Sharing + On-Site Q&A: Practical Guidance That Translates Into Action
The event brought together 41 well-known universities and industry-leading companies. On-site activities included high-quality customs clearance case sharing and a centralized Q&A session. Participating organizations shared hands-on experience in whitelist applications, tax-exempt filings/recording, and compliant clearance—providing practical operational templates that attending companies can directly reference.
To address practical difficulties that companies care about—such as supplementary additions to whitelist items, annual verification/close-out, changes to tax-exempt filings, AEO cultivation, and risk avoidance in compliance—customs officers provided precise, point-by-point answers. They helped clarify misunderstandings about the policies and defined operational standards, thereby fully resolving enterprises’ import/export operational bottlenecks.

03.Leverage Policy Benefits to Enable High-Quality Enterprise Development
This special briefing was tailored precisely to the needs of the biopharmaceutical industry in Optics Valley (Guanggu). It ensured that all business-supportive policies reached enterprises accurately and took effect effectively, helping safeguard innovation-driven development for biopharmaceutical companies in the park.
In the future, Reed Biotech will actively seize policy dividends, actively coordinate and engage with facilitation measures such as whitelist clearance and tax-exempt equipment imports, and continue to standardize compliance management for imports and exports. With advantages in efficient clearance and cost reduction/increased efficiency, we will further deepen our focus on biopharmaceutical R&D innovation and steadily promote high-quality development for our clients and partner enterprises.
